Public Consultation on the Extension of Marshal Józef Piłsudski Boulevards. Summary of Activities and Requests
The city has concluded public consultations regarding the project to extend Marshal Józef Piłsudski Boulevards from Ogniowa Street to Barska Street. The investment is intended to improve safety, facilitate movement in this part of the city, and improve the Vistula River area, which has been gaining in importance in recent years.
The presented project involves the construction of a new municipal road with full infrastructure. This includes a roadway approximately one kilometer long, a bicycle path, sidewalks, lighting, a storm sewer system, and a service channel. The plan also includes the introduction of greenery to an area of nearly twelve thousand square meters and the demolition of structures that interfere with the future road.
Information about the Consultation
The consultations were widely reported on city communication channels. Announcements and reports were published both on the city's website and on its official social media profile. Information was also distributed to local portals and media, reaching a large group of residents. A key element was the announcement of a research walk along the planned route of the future road.
Online Survey
A survey completed by 157 people was part of the consultation. Residents were asked about two issues related to the planned project. The vast majority of respondents positively assessed the idea of building a pedestrian and bicycle path along this section, with 134 residents responding. In turn, the construction of a roundabout at the intersection of Bulwary Street with Płocka and Barska Streets was supported by 88 people. Thirty-nine people had no opinion, and twenty-nine opposed.
Research Walk and Submitted Comments
Sixty people participated in the research walk. Participants were able to view the planned route of the road and speak with the designers and city representatives. Many specific comments were raised during the discussions.
Residents emphasized the need for a safe traffic solution at the intersection of Bulwary Street, Barska Street, and Płocka Street. A roundabout was most frequently cited as a solution that would improve traffic flow and allow emergency services to dispatch more quickly. The need to adapt the road to accommodate heavy traffic from nearby industrial areas was also highlighted.
Issues related to pedestrian and bicycle traffic were a significant focus of the discussion. Participants expected the bike path to be clearly separated from the sidewalk and to avoid curbs in the bike lane. The idea of creating rest areas, viewpoints, and bicycle racks that allow users to lock their bikes to their frames was also raised. A proposal was also made to build a pedestrian and bicycle bridge leading to a nearby promontory.
Residents emphasized that the area should retain as much greenery as possible. They also highlighted the need to ensure recreational areas, including spaces for youth and legal areas for creating murals. Among the proposals submitted were the installation of CCTV, a disabled-accessible restroom, and warm-colored lighting.
In the area of parking, the most frequently requested requests included ensuring sufficient parking near the Chemical School Complex and including parking for coaches and visitors to the Szkutnia area.
Key Findings
The consultations demonstrated that the project's main objectives were aligned with residents' needs. Support for a pedestrian and bicycle path and streamlining the circulation around the intersection of Barska and Płocka Streets was particularly strong. However, participants submitted numerous suggestions for details that could significantly improve the comfort of everyday use of this space.
Among the most significant requests was the need to consider building a roundabout instead of a regular intersection and to refine solutions related to greenery, recreation, and accessibility for people with various needs.
The city is reviewing the submitted comments and will take them into account in subsequent stages of the project. The goal is to create a space that will improve circulation while also being friendly to residents and the environment.
